An expert of the Latvian Council of Science is a scientist who, in accordance with specific qualification criteria, has achieved significant scientific results in their field and to whom the Council has granted expert rights. These rights are granted for a period of three years and may also be granted in multiple scientific fields. The Council grants expert rights in a scientific field to scientists who, within the last three years, have fulfilled the expert qualification criteria specified in Paragraph 3 of the Cabinet of Ministers Regulations No. 320 of 9 July 2019 “Procedures for Granting Expert Rights of the Latvian Council of Science and Establishing Expert Commissions”, by achieving the scientific results defined in Paragraph 2 in the respective scientific field.

Experts constitute an essential part of the Latvian scientific environment and are involved in the evaluation of scientific projects. Furthermore, expert status is a mandatory prerequisite for performing the duties of a member of a doctoral promotion council.
